SCV POSITION STATEMENT
NATIONAL PARK SERVICE
INTERPRETIVE PROGRAMSJanuary 19, 2000
At its founding in 1896, former Confederate Lt. Gen. Stephen D. Lee issued the following charge to the Sons of Confederate Veterans:
To you ... we submit the vindication of the Cause for which we fought; to your strength will be given the defense of the Confederate soldier's good name ... remember it is your duty to see that the true history of the South is presented to future generations.
For 105 years the Sons of Confederate Veterans has done its best to adhere to this charge. This task has been made much more difficult since the late 1980's, when the oxymoronic movement called "political correctness" began to take hold in the United States.
In no other aspect of American life has political correctness run more amok than in its wholesale attack upon the South and all things Southern. The South presently serves the United States in the role of whipping-boy for the national guilt trip over race relations, and ground zero for the program of cultural ethnic cleansing now being waged against the South is its Confederate heritage. The present politically correct conventional wisdom is that the War Between the States was fought over slavery, period; that therefore all things Confederate are tainted by a tacit endorsement of slavery or its latter-day counterpart, "racism," and therefore those who venerate them are racists.

At the social level this has led to the wholesale persecution of persons who openly express their veneration of Confederate heritage. On the historical level it has resulted in a complete overhaul of the presentation of the American experience so as to appease those who feel they have been damaged during that experience (except Southerners, of course). In cases where such overt tampering would be unwieldy, the trick has become to juxtapose the topic of slavery in the South, whether this topic is germane to the discussion or not. This is the tactic which the National Park Service is now adopting at Civil War battlefield sites.

On November 28, 2000, Dr. Dwight T. Pitcaithley, Chief Historian of the National Park Service, responded to a letter from SCV member Carlos Hedstrom of Dallas, Texas, regarding NPS' "new approach" to its battlefield interpretations, which now include a gratuitous overview of the Civil War's alleged causes. Presumably Dr. Pitcaithley's comments reflect the official NPS position in this matter. He spends three windy pages defending the premise that slavery was the central issue of the war, but manages altogether to avoid responding to the question raised by Mr. Hedstrom as to the appropriateness of trying to superimpose this topic on a battlefield interpretation.

In so doing, he leaves no doubt as to the what battlefield visitors will be hearing as the official NPS party line. He makes the astonishing statement that "There is today a consensus among historians about the centrality of the slavery issue ... since the 1950's, historical scholarship on the war has aligned itself with Mr. Lincoln's assertion that 'slavery, somehow, was the cause of the war.' "

Further along, in a paragraph which winds up nearly paraphrasing the Gettysburg Address, Dr. Pitcaithley says, "In a larger sense, we should study causality in American history because it allows us to understand better who we are as a society, and how past decision affect present circumstances." He develops the thought that the National Park Service has a mandate to impart this understanding to battlefield tourists. This is as close as his Byzantine reply ever comes to addressing the question of appropriateness raised by Mr. Hedstrom.

Dr. Pitcaithley and the NPS set a great deal of store by what they call "context." Well and good. For its part, the SCV wonders if the "context" in which the NPS treats slavery as a germane topic for battlefield interpreters will also include:

-- The Northern slave traders who amassed great personal fortunes selling slaves to the South and elsewhere;

-- The African tribal chiefs who supplied these traders with captives from among their own people and who also grew wealthy in the process;

-- The free blacks and Native Americans who were also slaveholders;

-- The fact that Lincoln's much-ballyhooed Emancipation Proclamation was an empty publicity stunt which freed slaves only in the confederate states (where the proclamation ipso facto had no authority) and did nothing for slaves in the Union states because it might antagonize their owners, who were U.S. voters.

Unless these and related topics are included in the National Park Service's examination of slavery, which it intends to force-feed to visitors, the Sons of Confederate Veterans can only conclude that political correctness is alive and well in pseudo-academia ... and coming soon to a battlefield near you.

Who are the Sons of Confederate Veterans?

The citizen-soldiers who fought for the Confederacy personified the best qualities of America. The preservation of liberty and freedom was the motivating factor in the South's decision to fight the Second American Revolution. The tenacity with which Confederate soldiers fought underscored their belief in the rights guaranteed by the Constitution. These attributes are the underpinning of our democratic society and represent the foundation on which this nation was built.

Today, the Sons of Confederate Veterans is preserving the history and legacy of these heroes, so future generations can understand the motives that animated the Southern Cause.

The SCV is the direct heir of the United Confederate Veterans, and the oldest hereditary organization for male descendants of Confederate soldiers. Organized at Richmond, Virginia in 1896, the SCV continues to serve as a historical, patriotic, and non-political organization dedicated to insuring that a true history of the 1861-1865 period is preserved.

Membership in the Sons of Confederate Veterans is open to all male descendants of any veteran who served honorably in the Confederate armed forces. Membership can be obtained through either direct or collateral family lines and kinship to a veteran must be documented genealogically. The minimum age for membership is 12.

Proof of kinship to a Confederate soldier can take many forms. The easiest method is to contact the archives of the state from which the soldier fought and obtain a copy of the veteran's military service record. All Southern state's archives have microfilm records of the soldiers who fought from that state, and a copy of the information can be obtained for a nominal fee. In addition, the former Confederate states awarded pensions to veterans and their widows. All of these records contain a wealth of information that can be used to document military service.

The SCV has a network of genealogists to assist you in tracing you ancestor's Confederate service.

The SCV has ongoing programs at the local, state, and national levels which offer members a wide range of activities. Preservation work, marking Confederate soldier's graves, historical re-enactments, scholarly publications, and regular meetings to discuss the military and political history of the War Between the States are only a few of the activities sponsored by local units, called camps.

All state organizations, known as Divisions, hold annual conventions, and many publish regular newsletters to the membership dealing with statewide issues. Each Division has a corps of officers elected by the membership who coordinate the work of camps and the national organization.

Nationally, the SCV is governed by its members acting through delegates to the annual convention. The General Executive Council, composed of elected and appointed officers, conducts the organization's business between conventions. The administrative work of the SCV is conducted at the national headquarters, 'Elm Springs,' a restored ante-bellum home at Columbia, Tennessee.

In addition to the privilege of belonging to an organization devoted exclusively to commemorating and honoring Confederate soldiers, members are eligible for other benefits. Every member receives The Confederate Veteran, the bi-monthly national magazine which contains in-depth articles on the war along news affecting Southern heritage. The programs of the SCV range from assistance to undergraduate students through the General Stand Watie Scholarship to medical research grants given through the Brooks Fund. National historical symposiums, reprinting of rare books, and the erection of monuments are just a few of the other projects endorsed by the SCV.

The SCV works in conjunction with other historical groups to preserve Confederate history. However, it is not affiliated with any other group other than the Military Order of the Stars and Bars, composed of male descendants of the Southern Officers Corps. The SCV rejects any group whose actions tarnish or distort the image of the Confederate soldier or his reasons for fighting.

If you are interested in perpetuating the ideals that motivated your Confederate ancestor, the SCV needs you. The memory and reputation of the Confederate soldier, as well as the motives for his suffering and sacrifice, are being consciously distorted by some in an attempt to alter history. Unless the descendants of Southern soldiers resist those efforts, a unique part of our nations' cultural heritage will cease to exist.

Candidate For Lt. Commander In Chief:

Compatriots of the SCV,

Compromise can be a good thing.........except when truth and honor are sacrificed.
When Southerners compromise their Confederate Heritage, the message is sent to
the world they are ashamed of their ancestors. Compromise says our ancestor's
legacy is untrue and not worth defending. Compromise tells our detractors they are
somewhat correct in their assumption about anything Confederate.
It's unfortunate there are members (some of which are in leadership roles) too willing
to compromise our Confederate Heritage away in order to get along or hope to be tossed a "bone" from the politically correct, history revisionist, or the Morris Dees' types. Cowards compromise. Our ancestors were not cowards........and neither should their SONS.
In recent years, the SCV has had leadership, REAL leadership, to combat compromise and steer this organization in the right direction. It's essential the membership supports the current course of the SCV for the very survival of our Confederate Heritage.
In Dalton, GA, at the SCV National Reunion, I will be standing for the position of
Lt. Commander-In-Chief.
The Sons Of Confederate Veterans offer many ideas, programs and opportunities for growth and retention. Camps and Divisions are well aware of these. However, regardless of the information available from IHQ, it does no one any good unless the membership takes advantage of these tools.
It is my goal to see substantial growth, retention and to continue the SCV in its present direction. Also know, the word COMPROMISE is NOT in my vocabulary.
It is my hope that you will support me for the position of Lt. Commander-In-Chief.
For more information, questions or suggestions, I will have a website up and running in the very near future.
Thank You.

CONFEDERATE GRAVES IN BRITAIN
by  John Collier

About 12 months ago I received a list of the known Confederates
buried in Britain, and was amazed that there were only five recorded
cases, knowing that there must be many more I decided to try and locate
as many as possible.  To begin with asked people who I thought might
know of others buried here, like Roy Rawlinson who has a www site
about the Liverpool-Bulloch-CSS Alabama connection. This added a
few more names and locations to the list .An article I put in two local
newspapers generated some interest, and I was informed of three
soldiers buried locally.
As you will know many of the CS commerce raiders had crews
made up almost entirely of British seamen and after getting their names
off the ships rosters I put notices on the family notice boards that are
on the www. Also by now others with an interest in the war were beginning
to hear of my search and some were able to contribute other names to my list.
I often passed some of these names onto an associate SCV member
here called Tony Jones who would often contact the authorities in the
area these men came from and in many cases we were able to record
that they had died there.
Many of those buried in Britain were born here like Father John B Bannon
(whose name I originally got from Camp Adjutant Lars Gjertveit). John B Bannon
was one of the greatest of CS heroes ,as was Comm. James Dunwody Bulloch
CSN who was American born but died in Liverpool in 1901,he was not covered
by the amnesty after the war and he could not return to America.
Others made a mark on history too, like Colonel Richard Milton Cary buried
in Cornwall who led the 30th Virginia Inf. with distinction, Capt Stephen Winthrop
buried in Gloucestershire rode next to Jeb Stuart, and Capt. John Low buried at
Golborne brought so much arms and ammunition into America aboard the
CSS Fingal that the South were able to fight a huge battle with it !( Shiloh).
I must thank all those involved in the search for Southern graves here, people
like the 'gravediggers 'of the Southern Skirmish association, Terry Foenander
of Australia for giving me so many leads, the family members who recognized
their ancestors names on family message boards, my wife Barbie who always
makes sure a CS grave is always left tidy and free of weeds, and all those others
who gave me so much help.
I have estimated that between 400 and 2000 Confederates are buried in
Britain, many will never be found and are sadly lost forever, but many are now
listed and will be remembered and honoured for as long as there are people to do so.
